Try dog shows and ask for a retired champion or a retired brood.
Merle is a very controversial color in this breed and many reputable breeders do not breed this color. There are only a few reputable breeders of this color.
You will have better luck finding a black or white Pomeranian but, be careful because if you are looking at breeders then many have dogs of poor quality.
Gosh, the fact that you want a blue merle means you are looking at BYBs. The color is NOT accepted in the breed. Reputable breeders occasionally have it crop up but it is not the norm.
You need to either BUY one from a reputable breeder - and pay the price of $1,000 or more for a pet quality pup. Or adopt a Pom from the shelter.
Since Poms are a favorite breed of BYBs, they are easy to find at shelters and rescues.
